It looks at the whole collection and takes the words that will move you furthest right now. These are the almost-learned words, to bring them to Known, and the ones due for review before they slip away. The session fills up to the size you chose, the rest waits its turn.
The next review comes sooner. A word you know well isn’t reset by one slip: its status drops only after several mistakes in a row, and the interval shrinks to a week rather than a day.
